Yes, sort of. The left spacer sets the wheel position. The right spacer, on the dual disc model, insures the fork leg can not get too close the disc bolt heads when you set the fork leg position with a 7/16th drill bit in the axle hole. What it does on the single disk models was not discussed. He did say he has seen dual disc bike having the disc bolt heads hitting the fork leg. I measured mine and the bolts clear the leg by .065" .
