Default Front Fork travel

I have an '02 Hugger. Its got 12k miles on it. There are no fork oil leaks. It seems now that the fork are soft and they travel too much. I weigh 200 lbs. When I sit on the bike and lock the front brakes, I can get the forks to collapse to within 1 inch of bottoming out. Any opinions out there if I have a problem?
