your testing have proven that.
i am pretty sure everyone knows this but i will mention it for grins and giggles. when boring, it is possible to move the skirt hole up in relation to the bore, the fix is to add a tapered channel to help bring it back to normal, that said, hd wasn't that well into quality control so sometimes this was a bigger issue and required more fore thought.

I wanted to clear up something else.
Theory....

What is theory, from the dictionary:
https://www.merriam-webster.com/dictionary/theory

1 :
a plausible or scientifically acceptable general principle or body of principles offered to explain phenomena
//the wave theory of light

2
a : a belief, policy, or procedure proposed or followed as the basis of action
//her method is based on the theory that all children want to learn

b : an ideal or hypothetical set of facts, principles, or circumstances —often used in the phrase in theory
//in theory, we have always advocated freedom for all

3
a : a hypothesis assumed for the sake of argument or investigation

b : an unproved assumption : conjecture

c : a body of theorems presenting a concise systematic view of a subject
//theory of equations

4 :
the general or abstract principles of a body of fact, a science, or an art
//music theory

5 :
abstract thought : speculation

6 : the analysis of a set of facts in their relation to one another

So, in theory, 76< rocker boxes will alternate between differential pressures due to piston action.
And in theory, so will the gearcase.

mr. frenchowl made a valid point. the case breathes through an open hole only hindered by the oil separator washer. will there be diff'l in the cam case, well yes. remember you have restriction in the p/r tubes so it isn't exactly open to the world. over all, you will have more going out than in but at idle, you can detect a pulse. will this effect the flywheel compartment, humm, kinda sorta, but it would be in the nano range since the rotary breather in in the mix. with the umbrella system, the entire engine will be near the same.
if you were to test with a manometer, it would have to be on the timing hole.

yeah, I'm not saying a huge amount of vacuum.
But you can't move air without some amount of differential pressure.

it will probably follow along the same lines when testing via the timing port. you cannot use the downspout as a tap since it will blow the water out the tube and also effect the case readings. if you test on the tachometer drive using a plug then you can test case readings.
you are probably right on the vac if any and a wide swing on the level, probably will need a snubber.
