Looking at the size of that oil tank, Id guess that youd have to fill it until oil is in the filler neck before you get to 3 quarts.
Id probably remove the tank and clean it out. If its not removable Id probably run separate lines to it and drain it and clean. There could be sludge and other junk in there.
This will be impossible without making a mess but you can fab up a heavy paper funnel and drain it like that and keep the mess to a minimal.
Id probably tap in a drain plug.
