Default Idle speed with butterfly carb

So I'm on an old 1986 883, trying to lower my idle speed. On the original butterfly carb setup. Have tried adjusting idle screw, both throttle cables at the handlebar end, the air mixture screw. Is there something I am missing? I still can't get the idle to drop and everything is set to the bottom limits. I can push the throttle back a millimetre and get the idle to drop, but as soon as I release it back again the idle jumps up again. It's not critical, just really frustrating!

Cable adjustment is Probably Not Correct... if the cable won't allow closing... it cannot..

I have both wound right out at this stage, if I wind them back in the idle just increases.

Vacuum leak? Also, have you disconnected the throttle cables so you can isolate the problem to the carb itself? Pulled the aircleaner to make sure the butterfly is closed? If you can push the throttle arm somewhat to drop idle, it sounds like a cable issue to me. Maybe dump the idle cable, I have to have mine super loose or it raises idle if I turn the handlebars. Plan to eliminate it sometime when I have the carb off again.

You may also want to check the fast idle cam screw adjustment.

edit:
The fast idle cam operates in conjunction with the choke to progressively raise the idle speed as the choke disc closes. (1979-1985 Hd FSM pg 4-3)

If the adjustment screw raises the idle, it'll also lower the idle.
A fast idle can be caused by the idle not being set when the bike is HOT.
A fast idle can also be caused by an advance mechanism that is not functioning correctly.
