Silk underneath all other layers no matter what type of cold weather gear you're wearing will improve warmth and comfort while riding. I also wear thick silk socks under my insulated socks and boots. Your feet will stay 100% dry as cotton and some synthetics will hold moisture and make your feet very cold. Silk liners under your gauntlet gloves also keep your hands very dry and more comfortable assuming you're wearing appropriate gloves for the temp. LLbean and Land's End sell good quality silk winter ware. Your HD dealer probably has the silk glove liners. Also, a good old fashion scarf made of synthetic materials, draped around your neck and tucked neatly under your jacket will do wonders. My two cents. BTW, I ride very comfortably in 25 degree weather, I don't have gear for under 20 as it rearly gets that cold here in St. Louis.
