Default 90 vs 89 ape hanger kits

I've been researching to put ape hangers on my 89. I have found full kits ready to go and some kits that just provide wiring. The issue is all the kits start for 1990 and up. Can someone explain what changed between 89 and 90 that makes these kits not work for previous years.

Good question! Switches, cables and forks were the same AFAIK.
