You should not vent the cap.
The Harley design is for the oil tank to vent back to the cam chest.
The tank vent is actual a pressure bypass, normally closed, not an open vent.

Not the cheapest version, and I am not sure if they are sold in the US at all? But they are very good.
I had to replace my standard gas cap because the speedo / tachometer came down when I installed the longer front forks (a custom, so the are below the handle bar) and it got really very, very tight between the instruments and the gas cap. I am very happy with it - but at least with the small version the knurled part is smaller when the standard cap, so I am not sure if this would be easier for you.

Maybe he has a new pressure/flow theory where the cam chest gets vented to the gas tank and then to the oil tank...

I have had the Harley Davidson pop-up on my tank for about seven years. It was a PITA to get to pop up at first. Learned a few tricks over the years and it is not an issue anymore even for my old crippled fingers.
Looks like it should have been an OE part on my 05.
