Someone on here knows the specifics on this bike. I don't think that it's an XR. I think that it's a customized XL with rearsets, XR style tail, etc.
I will agree with you however, it's stunning. That's what the XR should look like1

Most likely 19". That is the size that flattrackers use, and this bike has flattrack rubbers.
