I think the race can be knocked out without removing it.
The threads are peened and removing the nut may spoil the threads.

The right side nut can be removed/adjusted with a prepared impact socket.
Grind the face of the socket down flat so the socket gets a good full bite on the nut.

Using a long extension will help you keep the socket square to the nut.
Thanks Rick, Tho i have the 82 and later Fork,It has That Threaded Pivot Plug,Thats what FSM calls it its more like a threaded Bushing with a locating pin that locks into a Boss on the fram, keeps it from spinning when Backing out the Bolt, I gave an Earlier Try with B-Bar and 50 -60 Pounds PSI,I was expecting to see a slight movement,as that swivel pin Boss area, has very small area for ticking back and forth .nothing on that try. im hopeing the heat will break it..

Ah! I did not realize there was a change, I've never owned one or paid attention.
The parts book pictures are not detailed enough to offer any help.

yep been there, might need 150# torque to break it free, then getting the shaft out is something else, I've resorted to welding a nut that fits my slide hammer on the shaft bolt head and slide hammering it out, the few times I had to do this I was able to grind the nut I welded on and use the shaft after cleanup.
