I'd be scared that if my headlight flashed like that ...Depends onto speed of the flash I suppose, that people might see it as a Flash of the headlight indicating that you are signalling them to pull out..you are flashing them to let them out of a junction.

A police gave a 48 hours warning to a guy to have his headlight fixed.
He try to explain it was a modulated light but, the Leo said you have a broken wire and fix it.

A long time ago I rode with a guy who had a modulator. People would suddenly hit their brakes on a regular basis.

I was in my truck on my way to work and did the same thing. The modulation made me reflexively think "cop."

I would rather not be anywhere near the things.

The basis was a NHTSA study from 60 years ago, done by Greyhound. They had a large number of counter-intuitive wrecks (car pulls out in front of bus) explained as "I didn't see that 80 foot long, 15 foot high box with the lights all over it".
They borrowed a trick from the rail service: a device that swivels the headlight in a tight arc (called a "Mars lamp"), which instantly draws the eye to the giant locomotive they didn't see a minute ago.
Blinking the headlight at 2-3 per second is too slow and not noticed. 7-8 is seen as continuously on. 4-5 is the magic number, and had a huge effect in reducing the number of collisions.

The important thing is not what people think it is, it's the fact that they know you're there.
