The Tuner is $300 and the cable is about $40.
You can download the software / tunes from Harley online.

In Italy after the first four years you have to be submitted to a check every two years from the authority... they signed that on the circulation cards...

the revision check consists in measurement of
- noise
- emissions
- road whortyness of the bike (lights, brakes test on rolling drums etc.)

if you had changed ANY components with other not EURO compliant...
your bike does not pass the check and your circulation cards are seized
you have to date another test with the bike properly adapted...

if you are involved in an accident whatsoever... the bike is controlled... if her is found not EU compliant (even with the circulation cards up to date) your bike is seized and sold to an auction...

according to the law you can change the filter and not the airbox and can change the exausts only for other cat EU compliant ones
you can remap only for other EU compliant emissions maps

authorities had a harsh sense of humor here...

I'd move. For real. I would never live in a communist controlled state or country. I fought for my freedom. I'll be damned if I'll give it up to such trivial BS. They best be armed if they think they're going to just STEAL my property and sell it.

You could increase the ignition timing in the 25 KPA map region on the cylinder popping in the rpm range it occurs.
I believe the SE Street tuner allows about +- 4 degrees of ignition timing change.
(varies some in different cells)
(DynoJet suggests starting with +3 degrees in the popping area)
http://www.powercommander.com/downlo..._DECEL_POP.pdf

One other option would be to lean out the VE at the 0% throttle range on the popping cylinder.

You could try the stage 2 tune, the VE values are higher in the 0% throttle range.
The rest of the area may not be close enough since you do not have the cams or the correct exhaust.
Thanks for the post. I have been playing with different tunes that have higher values in the ve. When you say lean out do you mean I should lower the VE?

Yes a lower VE would give a leaner mixture although the O2 sensor feedback will attempt to bring the AFR (Lambda) back to the value listed in the Air Fuel Ratio Table since it is in closed loop and you can not change it.

Will leaning it out help with decel pop? I thought richening would help?

Since the area of the VE table you are working with is still in closed loop in the AFR table in your available tunes, the VE changes will only have an effect when you first decelerate, the ECU will use the O2 sensor feedback to bring the AFR back to what is in the table.
Closed loop limits the changes in the VE table being useful to richen the mixture.
Ignition timing would not change from your new setting (maybe it would if the Closed throttle spark table is set different) you do not have access to that table in your software.

In the example in the DynoJet document the AFR table is 13.5 to 1 and in open loop where the O2 sensor feedback is ignored. The 2007-2013 Sportsters also went into open loop at low MAP values and had richer AFR values in the 20 kpa column. My stock tune was 13.0 @ 20 kpa.
