The hole in your cover may be too big for a heli-coil. 5/16-24 heli-coil drill size is 21/64.
There are other insert types available.
Iron Mikes idea: (2 nuts on the outside locked together) would work in a pinch, though the cable would be quite loose in the hole.

This seems like the best bet so far.
I also considered trying to figure out how to get the cable out of the current adjuster and into the old adjuster, but I’m not sure how I’d get the cable ferrel off and back on.

You have the correct cable, just fix your primary cover and this problem goes away forever. You may be able to install a 5/16-24 Helicoil insert directly in the cover with the 3/8-24 threads and get on with your day. Thread fit MAY not be perfect, but may well be close enough to function.

I can’t quite tell if he simply drilled a hole or if he tapped it to accept the adjuster threads. What do you think?

Been a few years so memory is sketchy, but the thread on my case was flogged out so I think I tapped it larger (probably to a metric thread) and made an adapter that screwed in and was internally threaded to take the original screw adjuster. It's the round bit under the copper washer...
