Default Exhaust differences from 98 to 99

Hi,
I am on the lookout for a new exhaust for my 98 1200 custom with forward controls (which is a real issue here in Germany - because you need one which is TÜV approved, and there is almost no choice).
When I was checking out the Vance & Hines page today, I only found one model for 98, but this one for mid-controls. The one I really like, is the Straighshots for forward controls - but according their webpage this one is only for 99-03 models, and they confirmed this on request.
Is there really a difference from 98 to 99 in the exhaust? Can anyone give details what these are? Or specifically for this V&H model?

Shows 1999 as the first year for 1200C Forward Controls (stock)

So, 1998 1200C had mid-controls...

However, the same exhaust system pipes (frt & rr) are spec'd for both years - Here's 1999 P/N:
65568-86A EXHAUST PIPE, REAR (CHROME)
65569-86A EXHAUST PIPE, FRONT (CHROME)
65599-80D SUPPORT KIT, REAR MUFFLER W/ REF # 1 & 2
65605-97 MUFFLER, FRONT (CHROME)
65613-97 MUFFLER, REAR (CHROME)

Are your front controls HD Accessories or an aftermarket brand?
Aftermarket pipes might mount up just fine to your 1998 - even though they are listed for '99-later.

Stock 1999 engine mounts (therefore, front control mounts) are different than 1998 engine mounts:
16294-99 ENGINE MOUNT - LOWER (RH)
16297-99 ENGINE MOUNT - LOWER (LH)

OK, that is a surprise. I would have made every bet that the forward controls I have were stock. I have one of the anniversary models and all pictures I find of a custom this year have forward controls. OK, most of the pictures.

I checked and compared the OEM parts online pictures. The MoCo did some weird, extra things on this anniversary bike. For example I have a speedometer and tachometer, like the standard XL - but installed in custom style, so below the handlebar. Which makes it really difficult to find parts numbers, this is nowhere listed. And my guess (or rather hope) is that for this model they also gave it already the forward controls from the following model year already. Because they do look exactly like the parts I find online when I check the drawings for the 99 model. And as all pictures of the anniversary model I found online have these forward controls, I guess it was not done by the previous owner.
Well, so I hope.
There is a company here in Germany offering V&H pipes rebuild with TÜV approval. The weld in the baffles so that it is accepted. Still not cheap, but cheaper then several other companies offering systems for 04- models and saying that they would work on pre-04 models as well.

Here's the 1998 All Models Owner's Manual online at the HD website:

Look at the Manual Pages 62 & 63 (on the PDF it is pages 77 & 78)
The 1200C is shown with mid controls.

I can't say whether every buyer ordered forward controls to be put on by the dealer, or put them on themselves later, or the dealers all installed those forward controls to sell those models, or there was a change in mid-year to include forward controls from the factory.

What I do know is that ALL the manuals (OM, FSM, PM) indicate the stock configuration of the 1998 1200C had mid-controls.

Perhaps there was an Anniversary Package that was available for these models that included the forward controls.
