Motor mount bracket hole
On my 95 EVO XLH 338 there are two forward lower engine mount brackets with two holes for the crankcase bolts, and two for the frame bolts. There is also a fifth hole between the two frame bolt holes. Mine had an extension for a floorboard arrangement mounted there, which I have removed.
I am wondering what the original purpose of this hole was for? Highway pegs, maybe? Or forward mount hardware?
Sorry, I just got my first HD, and I am going to be full of questions for a while. Thanks everyone for your input.

Highway pegs.
As in this instruction sheet PDF for adjustable ones.
There are several versions of pegs and mounts though.

Thanks. That makes sense. I've seen some used ones. Reinforces my opinion that my situation was a kluged mess.

The PO may have thought his ideas were great! hahahahahahahaha…..
You never know what folks dream up as their version of what their bike should look like.
Then life takes over and they sell it to someone else with totally different tastes.
So it's your turn to make this bike your own.... and possibly piss off the future new owner.... hahahahaha

Simple answer is that it's a place to mount the accessories HD makes a lot of money selling to "make the bike yours".
