Anyway, here's 2 pages from my 1974 FSM that might shed some light on your question. It seems to me #23 is a thin washer.











I didn't need to replace the seals when I last rebuilt my Bendix / Zenith, thus a few left over parts from the kit. I'm thinking #23 is the upper left item in this pic.





Thanks Doc, I do have a similar washer in the kit, but it isn’t going to hold the seal in - it’s a loose fit.
