I stand corrected, pulled mine off to see and yup, no tabs just the push nut.

2 hours is normal, they take at least a hour and a half to train the bottoms face new tech, then show him were the special H-D tool for push nut is. Now, the new tech brake the cover trying to pry it out of the bike. A meeting or two are held to see if the client has to pay for a new cover or not. After all, enter an old mech that fix the cover in five minutes. 200$ for two hours of labor plus the part and taxes = 300$ for changing a chromed plastic part to black; I rather do it myself with a can of paint for 3$.
