Do they say "Harley Davidson" on them? If they do the part # at HD.com is 53061-00B and only fits '00-'17 Softail models

They say HD in a few places but there’s only a 6 digit number on each bag. So I don’t know if that’s a model number?

I don't see anything on Ebay that looks like it is for those bags but you may be able to get away with a pair if eazy brackets but they will push the bags outwards more from the bike. Could also try a pair of cycle vision barebacks if the holes in the bags line up with the holes in your fender struts then you could use some angle iron to go down and under the bags for additional support possibly.

Any locksmith should be able to make keys. Don't know where you are but I use Timpsons. I was a hotel worker and we changed the front door lock anually for security (and when guests lost keys)
