Sitting 9 months. Won't take throttle/ fuel mix expelled through the carb mouth. Pipes/mufflers blocked with mouse nests? It's happened before.

Were the manifold seals replaced too?
Anyway, I had similar problems with my 86 and in the end, it was ignition. Do you still have stock ignition on your bike?

what a wonder my pic appeared in the post, I wonder how -
the timeline story is correct ...
it will start and idles just fine
throtle-up will turn it into flame-thrower

Just now I saw the "stock ignition" question. Yes indeed I still have the original ignition ...
but 2x new spark plugs installed, which in turn of a test run - come out soaking black wet
the mufflers are clear from any obstacle, loud pipes save lives
but also I am doubting the vacuum switch may have to do with it ??
Seals between carb and manifold are new too
I am still a forum (use) apprentice !! hence please excuse my odd usage ...

If you have any chance to swap ignition with some other, do that. For start you can check if the sensor under the nose cone is melting. Check the module under triangular cover, if there are any signs of melting on the back side of it.

I'm not nearly as knowledgeable about this version Keihin carb as the later CV version.
But based on what I've read and your statement above, it sounds to me like maybe there is a problem with the main jet or there is still a clogged air passage or the float level is too high. It seems the carb is pushing extra fuel.

But - JuzyHD has a point - Failing Ignition Modules do create bad timing & may misfire. That might also account for the Black/Wet plugs from misfires.
Do check under the Timing Cover to be sure the Cam Position Sensor is not melted (as some do fail that way).

Mine did and the simptoms were identical, only difference was, that mine started to work correctly after some time. Sometimes more time, sometimes less...
