I did not think that the early stickers had the VIN on them.
Does it show on Ferrous' pics?

Its pretty weird. Ive mostly old bikes none of them have the decal they are asking for. Might be worth emailing harley to get an official no we did not fit stickers to those years.

For the '71 & '74 model years, the VIN was on the shiny sticker. Although today, on my bikes, the VIN on the shiny stickers is quite faded or disintegrated. aka not very legible, if at all.
I do not know if the VIN was on the shiny sticker for the 1980 model year.

I would tell the bureaucracy that a thirty year old machine can not be expected to have an existing sticker on it (if in fact there ever was one).

So, if that crappy little sticker is illegible they won't register the bike ?
Try a different DVLA officer. One where real people work.
