Default 98 thunderbolt Rockers leaking

Hi i bought a blown up thunderbolt to get familiar with the Sporty engine I rebuilt it and it moves pretty good. However I have a constant leak from the Rockers both upper and mid, I have tried everything except a silicone bead around the surfaces. I replaced gasket 3 times last one I super glued it as I was told from a few people? Question I am now thinking is the heads may not be venting? not sure the year of the heads a buddy bought for me but did have to change the front mount bolt from 7/16 to 3/8? They looked the same but anyone know how to figure out if the head are just not venting?

If you have 4-speed heads (86-90) then you are correct, those have no facility for a breather and therefore if installed on a 5-speed (91+), you'd have a sealed motor that would soon be leaking past gaskets. You'd also have pushrod rub issues, because the pushrod angles are different and the holes where the pushrods pass through the heads are in a different place.

Easy to tell. Are the two carb mount/breather bolts 1/2-13 thread, with hollow breather bolts? Or are they little 5/16-18 bolts?
