IT WILL come off again. like i said, interference fit, NOT a press fit. the guard is held by peen points. when it is assy at the factory, it is hydraulically pushed on and then a machine hydraulically presses the peen points TIGHT to the pulley.
you cannot weld steel to aluminum. i have seen some who attempt to repair to only have to pull it off again.
your dime but the potential is NOT one i would take!
that said, you can bring it to a machine shop and they can cut and attach a new aluminum guard but you will spend more than a new one. one point to make is that you NEED a GOOD tig welder as the two types of aluminum needs to be welded correctly or the joint will crack.

jazzman said he was going to put some screws in it. That should keep it in place well enough. It's what I'd do, cause I'm too cheap to spend $, if I think I can fix it myself with what I've got already in the garage.

I agree. If there is room for screws to be drilled and taped into place then that's a perfect cure. Flat heads countersunk may help with any clearance issues? I would use 6 or more,
spaced evenly.
