Not following your wording, but if you are still using a vacuum operated petcock and the diaphragm has never been replaced, it is past time to do so or convert to a mechanical petcock.

Vacuum goes from carb with T to vacuum petcock and VOES.

Vacuum loss (if there is a vacuum loss) potential is
a. hose cracked
b. T cracked
c. vacuum operated petcock vacuum diaphragm cracked, which would suck fuel, instead of air
d. VOES diaphragm cracked

there is an air bleed involved in idle circuit.looking in carb opening with a/c off located toward bottom very small hole (1/16 ?).spray carb cleaner & blow out with air.

By removing the vacuum hose from the carb, you are causing the VOES to switch to the Retarded Curve (less Advanced Timing - if the VOES is working correctly). Note this from the Sportsterpedia:

"When the engine is running at idle, when lightly accelerating or when using a steady cruise throttle, manifold vacuum is high (the throttle plate is mostly closed) and the VOES switch is ON, causing the ICM to use the MORE ADVANCED CURVE."

See the pics in the Sportsterpedia:
http://sportsterpedia.com/doku.php/techtalk:evo:carb02

And if you haven't, I would again suggest looking carefully at the placement of the throttle plate...
