Default Steering Head bearings XR1000

Does the lower steering head bearing dust shield PT No 48365-48A fit inside the frame headstock tube, or outside like the top one? I am rebuilding an '84 XR1000, and I have 2 very similar ones that the outed edge fits over the outside, and 1 smaller one that is an exact fit inside the diameter of the bottom of the headstock next to the inner roller bearing.
I am not sure of previous history of the bike and dont want to have to take the front end apart again!
