I may be off, or there may be another reason entirely, but I was thinking maybe someone jacked the needle in tight enough to do some internal damage. If you remove the needle completely how does it look? Pointy or blunted? Is it deformed where needle seats into the carb body? Is the throttle plate opened enough at idle so that other small fuel passages are uncovered allowing it to bypass the low speed jet? Those are just some thoughts I had on it.

Yes, I should have thought of that myself. I have run into the need for this. If it is a Keihin butterfly carb it has in the pilot screw hole, in this sequence...
pilot screw - spring - washer - o-ring

It is common for the tiny washer and o-ring to not come out. You cannot see them in there. There is one time tested technique to remove them. Use an old fashioned pipe cleaner. Twist it into the pilot screw hole and like magic, the washer and o-ring attach to it and come out.

Keep track of each of these parts carefully. You want to be able to re-use them if possible. Put them in a clear jar with a lid.
