I'm not sure what to think about this. It looks like someone got creative and use some rear shock parts on their forks?

Looks to me that the forks are partially disassembled. They just put them back together enough to keep everything in place.

That looks like a pair of progressive 412 shocks that were taken apart and put on the sliders.

Just someone getting "clever". On way older bikes external springs like that (usually hidden under gaiters) were common. I had a Triumph T100C that had external fork springs.
