Is it possible that the carb is gummed up from sitting with fuel in it, or has it been thoroughly cleaned recently - completely dismantled? Does it do anything (pop, fart...) without starting fluid? Idle screw adjustment set too low? Do you use the enrichener (raised position) when attempting to start it? With the air cleaner off, if you twist the throttle, can you see it squirt fuel from the accelerator pump?

no fuel squirts from the accell pump when I twist the throttle, however when it started with the starter fluid, it ran and ideled great and also did not pause when I accellerated

What about the enrichener, on or off? On always helps starting a cold engine. I’d say pull the carb apart and soak it in a gallon tub of berryman’s or gunk overnight, then pour boiling water over and through the parts, reassemble and see if there’s any change. No squirt from the accelerator pump says either the pump is “shut off” with the adjusting screw, or the passage is gummed up with varnish, in which case the rest of the carb is probably in the same state.
