Bear in mind that the rotor and new pads need time to bed in together so you can expect less braking initially.

Single caliper or dual?
A single caliper uses a smaller master, if you use a large master with a single it will require high lever effort.

A delaminated hose can cause that as well.

A stuck piston might do that too. Does the rotor get hot when you ride?
