nothing from rocker box and area accumulated on the bottom after a short ride

OK. Then I am at a loss as to why you are getting any oil at all leaking from that area.

Perhaps Gremlins are coming into your workshop while your back is turned and putting a few drops there ?

the only way is oil coming above the cork seal .when the oil viscosity enough low its find the way to get small Amount out but the question why ?????

If there was a problem with the lifter block it would have followed the block when it was swapped into the front cylinder.
But as long as the cork gasket is a correct fit and the lifter base is CLEAN and the push rod tube is FLAT on the bottom and the spring is good in the tubes and the tubes are the right length and the keeper is installed correctly, it won't leak.
