A smear of gasket sealant on the bottom corner of the primary, on all four surfaces will be absolutely fine. You can also put little dabs of it around the edge of the primary face, on the engine side, this will help hold the gasket in place whilst you fit the primary cover.

You don't need to have a piece of card the same size as the primary cover to sit the bolts in.

The light coat of axle grease will usually hold the gasket in place while you get a few of the screws started.

Turns out the "fork air control o-rings" part number lines up with the 2 screw chain inspection cover o-rings. They included 4, so you get two extra for down the road, so that's nice.

What about thread sealant like Loctite? Should it be used on primary cover bolts? It felt like there was some on them when I took them out.

NO. Use anti-seize. Loctite or Fel Pro C5-A.

There is not supposed to be any thread sealer used on the bolts.
The torque is only very small anyway and thread sealer will preload the threads.
Mine always go on dry and I have no leaks, no bolts backing out.
