I would remove all the oil and start over, overfilling the oil will prevent forks from sagging if really full. dont know what mixture of stock and aftermarket parts you ended up with, but by removing all the oil then checking the static deflection of the springs (ie sag) then putting in just enough oil to dampen you should be good.

The way I do it is: remove all fork oil, get the front wheel off the ground, remove the fork tube cap, releasing spring, and slowly add oil until you have full damping over the entire up and down stroke. you can try to measure it going in but you dont really need to.

You can do that but when you actually ride the bike oil will stay in the upper fork area and the damper rods will be trying to damp with air, not oil. Plus you lose using the oil level as a tool to control how progressive the effective spring rate is. Most current forks use single rate springs and oil levels to make them "progressive" rather than progressive (usually really dual rate) springs. HD being an exception, my '17 1200C had dual rate springs as OE. Replacing them with (stiffer) single rate springs and adjusting the oil levels made a big improvement.

The only time the oil levels affect sag is if they're WAY too high, which will also severely limit fork travel.
