I've had THAT kind of garage before, here's what I did;
Set 6 concrete block on the floor in two rows of 3, 3 feet apart. The water never gets more than 1" deep then flat block will do fine, water will get in to the pores of the block but it won't hold it.
Lay pressure treated 4x4s on top of the block, then a sheet of 3/4" plywood on top of that. Park the bike on the plywood so you are above any potential for water damage.
Tie some string from the ends of teh handlebars to the sissybar and drape a light bedsheet over it to keep dust off but minimize direct contact with the bike itself. You could get fancy and buy a camping tent that is large enough to park the bike in and throw some damprids in there to keep the moisture down.

I second the notion of taking the battery and gas tank inside the house. It seems like many of you are making suggestions that eliminate the need to check on the bike from time to time like exterior surface protections and the like. For me I just take my normal polish/wax on everything and once a month go back in there and make sure no mildew or mold has taken root and as necessary wash and re-polish again.

Biggest concern I see is if the walls are rotten, the roof is coming down one day and then you are dealing with bigger problems.

It'd probably be safer to park it outside, under a tarp or bike cover than if the shed floods or the walls and roof comes down. I still see a lot of people just covering their bikes, in the parking lots of their apartment buildings over winter.

Parking outside depends were you live. I previously lived in the South Shore area of Blackpool (looks like the set of Blackhawk Down). I managed to find a lock up garage in a locked coutyard 2 blocks away. My nextdoor but one neighbbour had his bike (Yamaha 125) badly damaged in an attempted theft and the hotel owner I worked for had paint stripper thrown over her silver Mercedes. My insurance dropped £100 a year on moving to Thornton!
This was one of the many crimes comitted in the area David Minto jailed for Sasha Marsden murder in Blackpool ...
