Default Super E carb mixture screw

I’m trying to rejet my s&s cycle super E on my 97 xl1200S with paughco pipes.

I’m slightly confused with s&s tuning instructions. It says to richen the carb until RMP drop off. But what does that mean exactly? Should I make it richer bu turning mixture screw out until it reaches 1000rmp and once it starts to drop RMP, Mark that spot.

S&s cycle technician said to turn the mixture screw out until it starts to stumble. I’ve tried that once and it never stumbled.

Do you have the throttle stop (idle stop adjustment) turned too high? If it is, you're by-passing the idle "circuit". Here's a video on how to reset an S&S carb, doesn't matter what changes you've done yet.https://youtu.be/8mDU3MRmm9A

That may have been it, I've corrected it and it now stumbles.

I'm still trying to jet my carb properly. When I bought the bike, it had a 68 Main, 28 intermediate, and has a thunderjet (I don't know what jet is in it). It was running a little rich and it took longer to idle properly without the enricher pulled up. It would also blow some black smoke when starting with the enricher on. I decided to start with just rejetting the intermediate as a starting point.

I went down 1 intermediate jet (now .0265) and kept the 68main, readjusted mixture screw, ran it around the city for 10miles and checked plugs...its now lean.

I then decided to try and increase the main by 1 jet (now 70), readjusted mixture screw, ran it around the city for 15miles and checked plugs...its still lean.
However, the bike idles steady (+/- 20rpm) at 1050rpm. Responds well and rides pretty smooth. But whenever I downshift and come to a stop at a light or stop sign. The idle rpms drop down as low as 890rpm and slowly comes back up to the 1050 range a few seconds later

Could this be a fuel starvation jet issue, or a float bowl height adjustment?
This is a photo of the plugs after 15miles (do you think 15miles is enough to get an accurate plug reading?)

The fact that it has a Thunderjet means it will require different jetting for both the intermediate and main jets from those that S&S may suggest for your application. Usually a richer intermediate, smaller main, and fooling with the air bleed. These are the tuning instructions from Zippers on tuning with a Thunderjet
