Not even a pressed in jet / restriction in the air passage from the carb mouth to the needle jet? Most Mikunis have a pressed in or replaceable jet. I don't have a flatslide Mikuni to look at.

HSR has a non bleed needle jet so the air jet is blocked off
I have not found a bleed type needle jet for the HSR

In this case, we sacrificed static cranking pressure to run the 560's. I think that is part of what you are seeing. Those cams are not designed to run with flat tops, but the bike is really fun to ride after you get it started. It will not start at all after sitting a couple of weeks with a slightly low battery. It always needs a full charge to get over the sitting period. Once you get past that it will start good until you let it sit for a while again.

The plan was to use 570's, but I already had a set of 560's and once you ride this thing with 560's there is no going back. I think I have dents in the back of my skull from my eyeballs slamming back against it.

I dunno. I was just making an observation. Seems this type of AFR curve appears semi-regularly with HSR's. From ~ 3,600 rpm up (in this case) you see it get progressively leaner. Something emulsion tubes and air correction jets are used to correct. I didn't realize the HSR's don't have that air correction system.
