First, it sounds like most probably you need to clean your carb something is gummed up. I like b12 chemtool for this purpose, but any carb/throttle body cleaner should suffice. You might even get away with just running it hard for a good distance, carb cleaner is faster though.

Second, I would consider resetting the carb per S&S to a baseline settings if the above doesn't help or only provides marginal relief. This should get the bike running/idling on its own without the enrichment lever moved up.

If not:
Make sure your pushrods are adjusted properly, and you have no intake leaks. (rubberbands, intake manifold vacuum nipple cap if equipped)
Or clean the jets more aggressively (don't poke anything through the hole), just soak them longer or try pushing air through them.

After all of that:
I can tell you from experience that down jetting the intermediate from the 28? to a 26.5 with 1-3/4 short drags makes the bike run a whole lot better.

Verify timing, pushrods, battery and mani leaks first, then start looking at carb.
