Is it the same diameter as the spring? I don't know anything about these forks specifically, but that looks like a classic fork spring spacer for forks of that era. Rather than manufacture hundreds of different spring lengths, they made a few standard lengths and add spacers to suit.

If so, I would say that the spring goes in the fork, then the top hat shaped washer (locates in the spring), then the spacer, then the flat washer. You definitely need one of the washers between the spring and the spacer, don't have them edge to edge. Finally, fork cap in on top (mind your eyes if the spring is strong, won't be the first to get a black eye from a wayward fork cap).

I found some useful information on these forks yesterday, taken from the product catalog apparently - at least I won't have to guess the hydraulic fluid capacity...

Length - 32-5/8"
Travel - 7-1/8"
Stanchion Dia - 34mm
Standard spring rate - 29/43/56lbs per in.
Minimum 1st position - 20lb
Standard 2nd position - 33lb
Maximum 3rd position - 46lb
Spindle Dia - 15mm (not supplied)
Hydraulic fluid per leg - 192cc 6-3/8 fl oz.
Slide Dia - 1-7/8"
