Exclamation Wet Clutch - 66 XLCH - Not Engaging

So i just put new Alto wet clutch discs into my 66 CH. prior to doing the install i soaked the friction discs in a bowl of primary oil which is what i have always done with my later sportsters. So i finished the install. I kicked her over and got her warmed up and i noticed i had next to no tension on my clutch lever. Which either way i adjusted it would not get tension. For the hell of it i shifted it into gear and nothing. Bike dose not go anywhere. Im not sure where to start. The oil i soaked it in was a sportster primary oil threw bikers choice which i Believe is 80w/90.
Also something im wondering is if i should have not soaked the clutch discs. Even though they are wet clutch conversion discs maybe they are designed just to work even if they get wet but not to be submerged or totally wet

Also just for info , the bike never had a derby cover and it had clutch discs that appeared to be wet clutch conversion discs, the clutch i could get close with minor slipage , but wld either really slip or drag when adjusted, so thats why i decided to get new discs.

Any help from the old timers running wet clutches and no derby cover would be great
