Does it have the stock throttle cable setup? If so, do you have the cable adjusted properly so that the throttle is able to close all the way?

I run that carb and have not had that issue. If your positive there is no intake leak then check the throttle cable adjustment

Throttle is fully closed checked that and cable is adjusted

not a fan of the dead man throttle

Changed bars and put a external throttle single cable with a spring on carb so it snaps back have checked to make sure it wasn't sticking and spring returns to closed

If I understand you correctly ,you have a rebuilt carb.
It could be that the throttle plate is installed backwards not allowing the plate to close all the way

Silly question, but you did set the idle adjustment screw correctly, right?

Did you check this by removing the A/C assembly and observing into the carb venturi while twisting the throttle? Engine does not have to be running for this.
