Wrong washer was my first thought as well, but after studying the picture I'm not sure. The picture makes it look like the bolt is not centered in the slot top to bottom?

The correct washer is part #41883-73. 1-3/8 O.D. x .480 I.D. x .145" thick.

The swingarm slot should measure only .835" top to bottom. Is it possible yours is somehow bigger than that?

if you insert the bushing from the outside, there is very little play, so the slot is fine.
the part number matches the washer i have, so it appears the PO somehow got it out of alignment.
Once I put it back together, it's not an issue anymore.

I expected a slotted bushing similar to the one that's on the nut side of the axle
/shrug

On the plus side I gained a bunch of adjustment on the drum...
before, the cable was tightened all the way down...

I'm guessing the lever popped off at some point, as indicated by the gouging from the spring coming out of it's slot...
the PO likely didn't put it back in the correct position.

it didn't operate very good before, but It now returns fully, with force
