sounds like the solenoid does not have enough juice to pull into the starter contacts.

Sounds like the starter solenoid is trying to engage the starter.

That can happen with a low battery state of charge.

Your second ink didn't work, there is an extra Http:// at the front and the actual link is missing a : after the correct https

Check both cables, both ends... Replace the battery.

Was it sitting out in the weather during the hurricane? Or garaged/protected?

You might start by charging the battery and seeing if that helps.

DTC - Sportsterpedia section on Diagnostic Trouble Codes:
http://sportsterpedia.com/doku.php/t...k:ref:genmsr08

When you're having issues with the electrical system, use this Sportsterpedia section about
checking the battery cables, voltages and grounds - DO THIS BEFORE ANYTHING ELSE:
http://sportsterpedia.com/doku.php/t...place_to_start

Sportsterpedia Note: The 2007-2009 model years have a significant history of corrosion and gunk collecting in the fuse/relay tray causing low-grade shorts and erratic electrical operation - This is especially problematic if the bike is left outside or operated in the rain. It's a good idea to check & thoroughly clean this tray at least every year (or 4 to 6 months if parked outside)

Sportsterpedia - Check your Starter & Solenoid Assembly (Tests)

Yes this motorcycle was left out in the rain, but the battery is definitely charged since i have it on a tender.
I will begin troubleshooting soon

There is the possibility you filled a cylinder with water. Remove the spark plugs, put the transmission in 5th gear and push the bike to see: if the engine will spin, if water spews out a spark plug hole.

If all is well then there's the chronic fuse/relay tray issue etc.

do yourself a favor and check the battery voltage.110 volt devices like the battery tender don't work long in hurricane downpours.
