Default Trouble removing old license plate

I recently traded for a 2006 Sportster 1200. I can't seem to figure out how to get the license plate out of the holder. It appears to be an HD frame, so I'm hoping someone else has a similar one. I can't find an allen wrench that will fit to remove the two (I'm guessing) screws at the bottom of the frame. Maybe there's some trick to removing it? I ended up taking the whole thing off until I could figure it out.

If it's the same one as in these PDF instructions, the set screws hold the cover on.
Then there are screws that hold the license plate the to holder once the cover is off.

You may try a left handed drill bit slightly bigger than the ID of the set screws to back them out.

It may be metric allens also

Try soaking that in penetrating oil first. From the pic it looks highly corroded and kinda doubt it will turn. A good snug fitting allen wrench will be a must.
