Frankly I'm having trouble understanding that the engine wouldn't turn with the timing plug installed but would with it removed.
The only thing I can think of there is the umbrella valves may be stuck closed.
So you may want to inspect / replace them as well.
But I'm not seeing that as hydro locking the engine either.
Possible battery drain also?

Yes timing plug, lay the bike on the side over a pan.

All is well again. Between the oil spewing copious amounts of oil and what returned to the tank during cranking the engine turned normally and started right up on reconnecting the plugs. For reference if you do extended cranking starter you should engage for 15 seconds with a 3 minute cool down. Thanks to all for your ideas .

Glad to hear you got it done.
You should put some cheap oil in with a new filter, run it up to operating temp and then change it to the oil of your preference.

That’s the plan. I’m selling this bike to my son in law and it is a good time to show his m all items needing service. The factory manual goes with it . I’ll tell him about this forum . I’m not quitting riding, just riding my 89 FLTC.
