Those work best with single groove locks.
I don’t use them much. Never for assembly, but sometimes a similar tool for stripping down domestic OHV heads.
Do you own a drill press? You can make a simple assembly bench for almost nothing that works great if you’re handy making stuff. (By using the drill as an arbor press, with a simple fabricated adapter)
Otherwise, I’d recommend a C-clamp style tool.

An arbor press is insanely handy around the shop and so is a Bessey style welding clamp. I use either. I used to use a large C-clamp when I had no money. I notch both sides of an appropriate pipe coupling with a grinder to reach the keepers and have used that style with all the above in the manner Maxeffort mentions a drill press can be used. I have a conventional C-clamp valve spring compressor but prefer my arbor press. I use a hunk of wood or UHMW plastic (whatever's handy) under the valve. A small magnet and forceps handle the keepers.
