Then maybe your solonoid or bendix is stuck. On my 1990. I had to pull the starter.
I installed a used bendix that spun in only one direction. < my old one spun in both directions>
I installed a new starter motor with new solenoid .

Bike is still down for 2 broken ring gear starter teeth on the clutch hub. I gotta pull the clutch and grind off old ring gear and weld new ring gear < already on the shelf > and reassemble everything.

It is on the back burner because of my 1980 build thread. I stole the battery out of 1990 for the 1980.

Mine made this noise

Where the bendix would just spin but the motor would not turn over. This happened at the last meet and greet. Last year.

I was looking at carrying one of those mini jump starters with my Vulcan due to hot start issues. Run the battery low enough the bastard will turn over but not enough juice to fire the ignition. Boy I hate to send it off to a new owner with that issue. Maybe I will throw one in with the deal! Or modify the pickup coil gap which I read is the fix. But this is a Harley forum. But I like the little jump start thingy

I bought one of those Boltpower jump packs because my bike doesn't want to turn over below 40 degrees (I know what the problem is and have all the parts to rebuild my solenoid (pulls way to much voltage), but just haven't had the time). Anyway, that thing is great, it would bring Frankenstein to life. I spins it over like it never has, even when new.

Started my V-6 also. Good backup to charge your cell phone as well (No i am not affiliated with the company or receive any enumeration for my endorsement)
