No it couldn't. I wasn't at my desktop and the link wasn't working on my phone.

I'll go check it now, but let's go back and cover some basic physics.

There's only so much energy in a gallon of liquid fuel.

If you add oxygenates to increase octane you decrease the total energy.

HOWEVER IF the motor is tuned to take advantage of the octane (the most simple explanation being increased timing to take advantage of the longer burn) you will better utilize the fuel making more power (using more of the potential energy).

IF the motor is NOT tuned for such, you waste it all (which lowers mpg).

So if their studies found better mpg it could only have been in vehicles that were tuned for it (which includes modern autos that self-adjust through knock or ion-sensing or other strategies to advance timing to match fuel content while preventing knock).

Previous studies (and I'm sorry the Canadian television network who did one of the first of these that I saw took the video's down some years back) demonstrated how a vehicle spec'd for regular fuel actually produced slightly higher emissions and lost some mpg when run on premium.


EDIT - so as I suspected, the large PDF study from 2017 only tested vehicles recommended for premium, and even then they found in most cases premium still wasn't worth it. The small/earlier PDF from 2016 specifically said most people at the time (7 out of 10) own vehicles that are spec'd for regular, and one of the main recommendations was to follow the manufacturer's specs.
