This is an automotive battery cable puller.

NOTE: Make sure the lifter holder is not hitting the cylinder as it comes out, there is not always room.

Have you tried the extraction methods presented here in the past? A wooden dowel (for the extreme stubborn blocks) can be used to rotate the blocks absolutely perpendicular to tappet axis, then spray some sort of penetrant lube in there. Those blocks should come right out.
About broken block - after it broke, I just tried to remove it any possible way so the fresh kick is from there.
I've tried to use flat screwdriver do get under the block. Also, even when the tappets were removed at first disassembly none of the blocks came out "with minimal resistance. However the three others sit on place pretty easy. Only this refused.

Anyway, I need new block now. Seen a few on eBay so going to buy. Anyway, 3 of 4 os better than nothing.
