Power on those wires is normal...

You need to look for the Red/Yellow wire...

There was a harness connector under the seat (8-pin) that was then extended back thru the fender to the rear taillight housing where the extension ended in another connector (6-pin) to the taillight circuit board. Both these connectors had a Red/Yellow wire on them which is the Brake Light signal...

The front and/or the rear brake switch should put power onto the Red/Yellow wire in order to light the rear brake light, which should be connected to the 'bright element' in the taillight dual-filament bulb... (the Blue wire should power the 'dim element' in that bulb)

The front brake switch is located inside the right-hand control...

The rear brake switch is a hydraulic switch located on the brake line on the left side of the bike, forward from the rear brake caliper... See item#37 at THIS LINK to the parts fiche...
