Who told you that? It should be set at whatever makes it run right. That might be at 1¾ turns out, or it might be something a bit different.

No one can tell you how many turns it should be; you find out yourself by tuning it.

Look at the Carb tuning and jetting stickies.

And then this is specifically about tuning the idle mixture:
The idle drop method of adjusting the CV carb idle mixture
First be certain that you don't have any intake or exhaust leaks:
Intake And Exhaust Leaks Tests
And make sure that the engine is up to normal operating temperature before attempting any tuning.

That's not your problem. Even if the pipes leaned it out a little too much, it's not going to do what you described. You need to first figure out if it's a fuel issue or electrical. Sounds like fuel. Could be a problem with the vacuum operated petcock or fuel screen inside the tank restricting flow. Tank not venting.
