I'd bet that the straight trough pipes are a factor here. In tuning the VM-9, the engine needs to be completely warmed up and , starting with the idle, you want a setting between bogging down and missing when revving. If you get hesitation when revving , you're on the lean side. Very gradually richen the idle mixture screw vvery small increments at a time. Once that it set up, take it out and see how the intermediate setting is--same deal: hesitaton means lean; bogging means rich. Then, move the clip on the needle jet in whatever direction smooths out the issue. I run VM-9's on all of my old Harleys--have for 50 years and I love them. As mentioned, te straight pipes may be the issue here.

All of this assumes that he actually has a VM38-9.
Until he opens it up, he doesn't know what he has. Some of the other jetting specs will be so far off the bike cannot be ridden.
Hint: there are also VM38-1, -2, -3...

The first two numbers are throat size and the / or - number is the flavour. VM38/21 are made for snowmobile. Might work but too many ?????

Follow manufacturer recommendation, oups, we are mostly men here and don't or never find them in the box or garbage can.

Whitewalls posted a VM38-9 sold by MOTOCARB UK that has a 40 pilot jet.
Other sellers like OZ and Sudco come with a 30 pilot jet.
