Mostly. The only exception is if the car (or bike) is not going to be used on the road for a while, then you can declare that, then you don't have to pay tax for that period.

Some people pay six months tax on their bike in the Spring, ride it throughout the warmer months, then declare it 'off road' in the Autumn.

Guess it would be mileage based, my 98 Caddy STS gets 30 on the highway and mid 20's about town.

Tax liability would appear, they where to pay me then. Given the coolness.

Pre- '75 vehicles are exempt from paying road tax. I think this is a rolling 40-year exemption for classic vehicles...

A little re-working of the cam timing, small high pressure (300psi?) instant water heater, steam compatible injectors, gas tank now water tank. A Sportsteamer is born.

Oh, and a steam powered whistle for sure, everyone will definitely hear you!
Since you'd lose the carb, a great spot to put the whistle under the traditional ham can.
